Ms. Waters has over 25 years experience in health research administration, insurance, and managed care. In 1994, she helped found the Prudential Center for Health Care Research, a nationwide managed care-based research group created to improve access and health outcomes for its members. While at Prudential, she established a non-profit foundation to support the work of the Center. She also implemented and administered the Center’s Institutional Review Board. Ms. Waters continued to lead the outcomes group when it moved to Aetna in 1999 and to Emory in 2001, where it became the cornerstone of the Emory Center for Health Outcomes and Quality.

Since joining Emory, Ms. Waters has provided operational leadership for the Outcomes Center; helped found and launch the Southeastern Center for Emerging Biologic Threats, a regional consortium of over 25 universities, public health agencies, and affiliates dedicated to combating biologic threats with increasing potential for harm; and served as project manager on the Georgia Hospital Association’s Agency for Healthcare Research and Quality-funded “Accountability and Health Safety – A Statewide Approach” grant and on a Robert Wood Johnson Foundation-funded intervention to improve depression care in community health centers. In addition, Ms. Waters successfully managed Emory University’s Rollins School of Public Health’s 2005 re-accreditation self-study process.

Ms. Waters received her Bachelor of Science degree from the University of Minnesota.
